San José Paves the Way for Thousands of Multifamily Housing Units with Recent Incentive Policy
After a yearlong stall in housing starts, the city adopts bold policies to jumpstart multifamily construction and tackle the housing crisis head-on

SAN JOSÉ, CA - San José Mayor Matt Mahan, joined by Councilmember David Cohen and Scott Youdall of Hanover Company, will highlight the early results of the city’s Multifamily Housing Incentive Program (MHIP), which is jumpstarting long-stalled housing production. After recording zero multifamily housing starts in 2024, San José has already broken ground on 742 units in 2025 and anticipates over a thousand additional units breaking ground by year’s end.
