EMILY MUNGUIA

Emily Munguia is a Council Policy and Legislative Director in the Mayor’s Policy Team. Emily was previously a Special Projects Analyst in the Executive Office at the California Department of Housing and Community Development (HCD), where she conducted project management and research for various public policy initiatives, briefings, and external engagements for Director Gustavo Velasquez, and collaborated across state government departments and agencies. Prior to joining HCD, Emily was a member of the development team at the Urban Institute, a renowned social and economic policy research nonprofit where she managed engagement opportunities for over 75 individual donors and prospects for a combined revenue goal of $1.5M, and managed the launch of Urban’s Policy Leadership Council, an exclusive membership of community, business, and policy leaders who serve as thought partners and advisors to Urban’s researcher agenda.

Emily is passionate about advancing evidence-based solutions for social and economic challenges and building partnerships across sectors and disciplines. She brings over six years of experience collaborating with executive leadership and scholars on stakeholder engagement and organizational strategic initiatives. Emily graduated from the University of California, Irvine with a degree in sociology and focus on conflict resolution.
